Monique and Javier have lived together in Tent City together for almost two years. "I'm disabled," said Monique. "He washes dishes and we both spange together downtown sometimes." Spange is a term used to refer to panhandling, in the homeless culture.

"We like this way of life--the freedom-- I don't have to answer to the governmenet or worry about paying bills."
